Nope. The wii u is at least 2x the power of the vita (not entirely sure on the exacts). The Wii cannot "emulate" GameCube. It runs GameCube natively. Just like the vita runs psp natively. We'll be beyond lucky if a dreamcast Emulator comes out. As of right now, I'm hoping to see a possible n64 emulator to come out.

That said, XBO and PS4 CPUs did benefit from a more refined multi-core approach and developers being more skilled in multi-core CPU development by the time they launched, let alone the years to follow, so even if the CPUs were worst on paper, in practice they were probably used at least as well as the 360 and PS3 CPUs, if not even more
Some of its games are quite impressive more so than later PSX and Saturn games other games are weak to say the least. It seems to have about the same memory as psx/saturn thereabouts, similar speed cdrom drive but its main cpu is only a 12.5mhz arm chip compared to a 33mhz mips chip in psx and 2x25mhz hitachi risc chips in saturn.
