Kong did not submit and would have kept fighting if Godzilla had not made the gesture to drop the axe and feud. I do believe that the two Roars that Godzilla did towards Kong in the End was him acknowledging Kong as King. Roar one: King Roar Two: Kong. Godzilla remains the Alpha but Kong has become King in his own right.
